The English Language Learner KnowledgeBase for Parents

The English Language Learner (ELL) KnowledgeBase for Parents is an online resource parent advocates can use to help parents understand the ELL student program available at their child's school. It offers resources related to parent rights under federal education laws and how parents can be involved in their child's education.

Element 1: Understand the U.S. School System

Purpose: Districts are required to take affirmative steps to address the language development of English language learner (ELL) students where the inability to speak and understand the English language prevents the students from effective participation in the district's educational program. This first element provides parents information about the U.S. school system.
